シンガポール政府は5月16日から6月13日まで準CB(ロックダウン)を決定。お隣のマレーシアでも新規患者数の急増を受けてロックダウンしているが、シンガポールも続くこととなる。
準ロックダウンの一次情報
タスクフォースチームの発表内容は、The Straits Timesのチャンネルから見られる。
詳細の一次情報はMOHにもすでに掲載がされている。
ここ数日、国内で感染例が急増していること(Tan Tock Seng Hospitalでのクラスタ感染者が複数場所を訪問しておりチャンギ国際空港の観光部分と隣接する商業施設が閉鎖)、感染源が特定できていない感染例が増えていることが理由としてあがっている。
準ロックダウンで受ける制約から一部抜粋
新しい規制を要約をすると(以下、原文と併記)
規制期間は2021年5月16日(日)から2021年6月13日(日)までの間。
The following measures will take effect from Sunday 16 May 2021 through Sunday 13 June 2021.
現在5人まで認められている1グループの人数を2人までに、1世帯あたり1日5人まで認められている訪問者数の上限を1世帯あたり1日2人までに引き下げ。
We will further reduce the current permissible group size of up to 5 persons to up to 2 persons, and the cap of 5 distinct visitors per household per day to 2 distinct visitors per household per day.
社会的にオフラインで接点を持てる回数が1日あたり2回に制限。
Individuals should continue to limit their overall number of social gatherings to not more than 2 per day, whether to another household, or meeting with friends and family members in a public place.
75%にまで回復したあと、50%に制限されていた出社キャパシティは、原則在宅勤務に変更。
Work-from-home will be the default at workplaces. Employers must ensure that employees who are able to work from home do so. There should continue to be no cross-deployment of workers to multiple worksites.

レストラン等飲食店での店内飲食禁止
その他、室内スポーツ・エクササイズ活動も禁止。また、マスクを外す必要のあるパーソナルサービス部分(フェイシャルマッサージやサウナ)、歌、意図的に空気を排出する必要のある楽器(管楽器、金管楽器など)の演奏も禁止。例外は医療サービス(医科・歯科)。マッサージ等でマスクを外さなくても可能であれば、それは提供できる。詳細は別紙Aに記載あり。
In addition, personalised services which require masks to be removed (e.g. facials and saunas), singing, and the playing of instruments that require intentional expulsion of air (e.g. wind or brass instruments) will also not be allowed. These restrictions will not apply to medical and dental consultations that require patients to have their masks off. Please see details in following paragraphs and in Annex A.
ショッピングモール等の人数制限が強化
1人あたりの割当面積(Gross Floor Area)が10sqmから16sqmに。単純計算で人数が現行規定から40%ほど削減となる。
The occupancy limits for shopping malls and showrooms will be further reduced from the current limit of 10sqm per person of Gross Floor Area (GFA), to 16sqm per person. Odd and even date entry restrictions on Sundays for popular malls will continue.
アトラクションのキャパシティも50%から25%まで半減。
The operating capacity of attractions that have received MTI’s prior approval will be reduced to 25% from the current permissible capacity of 50%. Indoor and outdoor shows may proceed with up to 100 persons with PET, and up to 50 persons without PET.
ラッキープラザなどに課されている偶数・奇数での入場制限は続行。ただし、他の施設には展開されない(いまのところ)。
余談だがこの処置について、シンガポール政府は一番打撃を受ける飲食業界(F&B)に対して支援策と組み合わせを発表。どこぞの国のように逐次で発表して混乱しているのとは異なる。
- 賃金の一部を政府が負担(最初の賃金4,600SGDに対して50%)
- 政府敷地内にある飲食店のテナント料1ヶ月免除
- Jobs Support Scheme (JSS)の範囲外にある自営業者へも同等のサポート
MOHからは上述のように発表があるが、MOEからはまだ学校にも通達が来ていない模様。続報ありましたらまた記載する。
